DANA DAERAH MENGENDAP DI BANK: DISFUNGSI FISKAL, KRISIS AKUNTABILITAS, DAN KETEGANGAN ANTARLEMBAGA DALAM TATA KELOLA KEUANGAN PUBLIK

Abstract

Regional government funds (Pemda) parked in banks, reaching up to Rp 234 trillion in 2025, have drawn sharp criticism from Minister of Finance Purbaya Yudhi Sadewa, the Indonesian House of Representatives (DPR RI), and the wider public. This article examines, both reflectively and empirically, the structural causes, fiscal impacts, and inter-institutional tensions arising from this phenomenon. Using a qualitative approach and policy document analysis, the study finds that fiscal stagnation is driven by misalignment between planning and execution, weak institutional capacity, and limited public participation. The literature review integrates theories of organizational effectiveness, performance-based budgeting, fiscal ethics, and institutional legitimacy. Findings indicate that reforming the fund transfer system, digitizing financial reporting, and strengthening community participation are key solutions toward a more accountable and responsive fiscal governance.
